     عقد في مدينة برسبن في استراليا في نوفمبر 2013 اجتماع المجلس الدولي للموسيقى بحضور ممثلي الدول الأعضاء ، وجرى انتخاب الرئيس الجديد ونوابه للدورة الجديدة التي ستباشر مهامها مطلع عام 2014 . وقد أسفرت الإنتخابات عن فوز الأستاذ هشام شرف ( من العراق ) بمنصب نائب رئيس المجلس الدولي للموسيقى للمرة الثانية .













International Music Council elects Paul Dujardin as new President

Brisbane, 25 November 2013. – Mr. Paul Dujardin (Belgium) was today elected President of the International Music Council for a renewable mandate of two years. Mr. Dujardin replaces Mr. Frans de Ruiter from The Netherlands, who had served as president of the organisation since October 2009.

 Mr. Dujardin is CEO and artistic director of the Centre for Fine Arts (BOZAR) in Brussels a multidisciplinary and interdisciplinary arts center dedicated music, visual art, photography, film, theatre, dance, literature and architecture. He has helped to found and run a number of arts organisations, including the Euphonia Foundation for Music (which supports young creative talent), the Jubilate festival, the Culture et Democratie non-profit association, the Ictus Ensemble, the Jeune Philharmonie/Jonge Filharmonie youth orchestra, the Trento Foundation, the Mont des Arts/Kunstberg non-profit association, and the Queen Elisabeth Foundation.
 Moreover, he is or has been an advisor to or board member of Musiques Présentes, the Flemish Music Council, the Friends of the Royal Brussels Conservatory (Dutch-language section), the Brussels Youth Orchestra, the Belgian Wagner Association, the European Yehudi Menuhin Foundation, the Queen Elisabeth Music Chapel, the Queen Elisabeth International Music Competition of Belgium, and Venezia Viva.
 Paul Dujardin represents the Centre for Fine Arts Brussels in various platforms, such as the European Festivals Association (EFA), the European Concert Hall Organisation (ECHO), the International Society of Performing Arts (ISPA), the Réseau Européen de Musique Ancienne (R.E.M.A.) and ASEMUS – Asia-Europe Museum Network.
 From 1992 to 2002 Paul Dujardin was the CEO of the Société Philharmonique de Bruxelles, prior to which he was, among others, in charge of the annual festival “Ars Musica” dedicated to contemporary music.
 He dedicates his special interest to creating dialogue between the arts and the political spheres. He has succeeded in developing BOZAR as an Agora, a platform to initiate debate between citizens, the arts, decision-makers and other sectors.
 As President of the International Music Council, Mr. Dujardin will lead a 12-member Executive Board made up of representatives from Africa, the Americas, the Arab World, Asia and Europe.
 The International Music Council is the world’s leading membership-based professional organisation dedicated to the promotion of the value of music in the lives of all peoples.  The mission of IMC is to develop sustainable music sectors worldwide, to create awareness about the value of music, to be the voice for music, to make music matter throughout the fabric of society and to uphold basic music rights in all countries. The IMC brings together local, national, regional and international music organisations and networks in 150 countries across the world. It is recognized by UNESCO as NGO official partner (associate status).

Dear members of the IMC,Herewith I send you the last Presidential letter before our World Forum on Music and General Assembly in Brisbane, due about seven weeks from now. You have been inspired, I am sure, by our regular communication on the matter, especially the fascinating programme. Recently we sent you the cluster themes of the Forum and a first list of names of confirmed speakers and moderators. You will also have seen that there is a lot of music to be heard and to participate in: it will be an event full of sound; formal, informal, non-formal, inside and outside. And please beware: it is summer in Brisbane by that time. So my advice to you is: Join the crowd and enjoy sharing views on music and its role in society up till 2050!The Forum will conclude with the composition and implementation of “The Brisbane Declaration”, which should become a point of reference for the diversity of musics on their way to the middle of the century, and consequently guided by the key word “sustainability”.And now some important facts and figures from ‘your’ IMC.The Musical Rights Awards have once again mobilized a number of you to forward a series of valuable proposals; we highly appreciate this expression of interest from your side. In Brisbane we will see the festive celebration of the winners (the official announcement will be made soon) and we thank the jury chaired by Einar Solbu for their efforts and wisdom.We are happy to announce that our application for an African Music Development Programme to the European Union – ACP (Africa, Caribbean and Pacific) programme has been pre-selected for a grant. If awarded, this will give a boost to the activities of the Music Sector Development Program as well as to the activities of the recently legally established African Music Council. We congratulate Silja Fischer and the team who collaborated on this proposal, with this fine result.The 60th session of the International Rostrum of Composers took place in May in Prague, hosted by Czech Radio. Organized as usual by the IMC Secretariat, the Rostrum included a convivial anniversary party and meetings with Czech composers and the director of a contemporary music festival.The Brisbane General Assembly will provide an occasion for the Executive Board to report on a number of other recent achievements, most of them commissioned to it by the previous G.A. in Tallinn (2011):- Completely revised and rationalised Statutes and Rules of Procedure- A new fee scheme introducing more transparent and fair calculation methods and based upon up-to-date GDP figures- Presentation of new fundraising schemes: the Fellowship programme and the Global Friends of the IMC; both have already received first proposals and donations which is very stimulating- The absorption of the accumulated deficit: we have taken the last hurdle- The presence of a (part-time) assistant to the Secretary General: Davide Grosso, who increased the work capacity of the office with 50%. Welcome!- The active participation of IMC Youth in the work of the IMC, including youth-led sessions at the Forum as well as elections for the IMC Youth Committee2The Board and the Office have invested a lot of efforts to (re)activate our regional councils. The Headquarters Agreement for the African Music Council was signed on June 3rd in Brazzaville; we have high expectations for the future of the AMC.The Council of Music of the Three Americas (COMTA) will be based in the Commonwealth of Puerto Rico, Board Member Maria del Carmen Gil acts as interim president and a founding General Assembly with elections will take place in Brisbane.We are confident that the Music Council for Asia and Oceania will get an enormous impetus during the events in Brisbane in November.There are strong concerns about the situation in the Arab region. I paid a visit to Amman in May and we agreed that the Arab Academy of Music will temporarily fulfill the role of the Regional Music Council: the situation in a great number of countries is – as we know – at least delicate, if not dramatic with a lot of suffering. I was deeply moved by the stories reported to me.In Europe, it is the ‘Creative Europe’ new cultural programme which received our special attention as well as the future of the operational funding for networks such as the European Music Council. Advocacy work and the creation of a European Agenda for Music are at the core of the long list of EMC activities. The 3rd European Forum on Music took place successfully in Glasgow in April.The Secretary General and myself had a busy travel schedule since the beginning of the year. The short version lists visits to the NAMM Show in Los Angeles, where Silja Fischer had the opportunity to promote the IMC in the circles of the main international sponsor of our World Forum; the above-mentioned European Forum on Music; as well as her visit to Benin for a Symposium on the restructuring of the music sector.I could attend an international congress organized by UNESCO in Hangzhou, where the Hangzhou Declaration was accepted, stating that from now on Culture is regarded as a Key to Sustainable Development, a position that UNESCO wants to see endorsed by all UN Member States.During the World Creators Summit (in which IMC was a cooperation partner) in Washington, it became clear that there is a chaotic situation in the intellectual property domain; in the spirit of IMC’s five musical rights there is a lot to do in the struggle against internet piracy and for a better cooperation between artists organisations, collecting societies and the industry.This all is only a limited picture of the activities of the IMC over the past few months. In Brisbane we will report more extensively about the whole of the past biennium and propose a draft activity plan for the next two years and the next board.Please join us and see you soon.With kindest regards,Frans de Ruiter President
